MEXICO CITY, May 17. The Constitutionalists have restored order at Tampico, and visits have been exchanged with the British Admiral. After being three times arrested as an American spy, Hcurfles, the representative of the London "Daily Express," was expelled, and has arrived at Vera Cruz with other refugees..
