Kmpp's are credited with buying Poutiloff's factory at St. Petersburg. The Russian Government adopted French artillery and had the guns constructed at Poutiloff's. If Kmpp's have acquired the factory, Germany becomes possessed of the secrets of French arms manufacture. The report has caused great excitement in France.. PARIS, January 29. A sensation has been caused by the report that Krupp's are negotiating for the purchase of the Poutilcff works at St. Petersburg, which possess French artillery models. The report is denied in Berlin, and St. Petersburg, but French opinion is not reassured. It is possible that the report is traceable to Vickers, Ltd., receiving a concession to establish extensive works. The "Figaro" asserts that an AngloGerman syndicate, consisting of Krupp's, the Deutsche.Bank, andVickers, Ltd., offered Poutiloff's an immediate advance of £2,0W,000. "Poutiloff's required fresh capital In connexion with their contract for Russian artillery, and negotiated with a Russian bankinghouse in close relations with Berlin, hence the Anglo-German syndicate was formed.
