RECRUITING IMMIGRANTS. ("ThW-Sydney "Sua*" Special Cable.) LONDON, January 28. The Dominions Commission's report declares that the.whole system of recruiting immigrants permits of abuse, and the evidence shows plainly that abuses do exist. At the same time few cases of actual.fraud have been proved, but the question of making greater use of- the Government's Labour Exchanges, to deal with the employment of juveniles, is one that deserves tho closest attention. Better facilities should be provided for training immigrants in agricultural work of an elementary kind either before they leave England or as soon as they reach Australasia.
