JOHANNESBURG', January 28. General Smuts, reviewing the civilian defence force and two thousand special constables, said that the July outbreak had been a severe lesson as to what anarchy meant. The citizens had determined that there should be no repetition of lawlessness, and as a result there had been perfect order this time, without.shedding a drop of blood. Benoni is the only place where martial law has not been relaxed. The strikers, who include many Australians, are largely applying for permits to leave the country. The position elsewhere is normal.
