January 27His political friends explain that President Wilson is totally opposed to tho exemption of American ships from Canal tolls. Senators belonging to the Foreign Relations Committee, with which tb» / President conferred on Monday, assert: that ho inclines to the British conten- ' tions, and agrees that tho Hay-Paunce-/ foto Treaty ought to bo maintained. If unable to carry out this viow entirely, it is believed that the President will try to carry Mr Adamson's resolution, delaying the operation of the exemption clause for two years, until it can bo seen how the Canal pays. Colonel Goethals has been appointed Governor of thc Canal ssonc. , (Received January 28th, 1158 p.m.) » WASHINGTON, January 27. \ The political lenders ore a\vaiting President Wilson's promised public statement regarding Panama tolls before taking definite action. It is stated that somo Democratic senators, under the President's lead, are willing to reverse their previous voto favouring free tolls. Mr Adamson is confident that his resolution will be passed. Tho Chicago Press say that Viscount Bryce, before ho left Washington, secured President Wilson's promise to use his influence to secure the removal of the discrimination favouring American vessels.
