UNIVERSAL TRAINING URGED. (By Cable.—Picas Association.—Copyright.) LONDON, January 27. At a meeting of the City of London Territorial Association, FieldMarshal Sir Evelyn Wood, in resigning the chairmanship, said that all the efforts of himself and his colleagues for five years had been unsuccessful. Ho had never concealed his opinion that tho military defence of the United Kingdom would be secured only by the universal training of adults.
