Speculation has been caused because President Wi'eon has summoned the Foreign Relations Committee to meet to-day. Some crisis concerning Mexico or Japan is stated to be the reason. A year ago Mr Bryan thought he could smile away all difficulties, but today tbere arc Mexican and Japanese impasses, serious unrest exists in Dominica and Hayti, whither warships have been despatched, and there is a possibility of trouble in Venezuela. Japan desires treatment on an equal basis with other aliens, but Congress is determined not to allow naturalisation or free entry, and the result of the conference is keenly awaited.
