SURRENDER OF ALLEGED CONSPIRATOR. (By Cable.—Prcse Aseociation.—Copyright.) (Received January 26th. 11.25 p.m.) CONSTANTINOPLE, January 26. Basri Key, formerly an influential member of tho Union and Progress Party, and later a member of the Opposition, was arrested in possession of alleged compromising correspondence relating to Mahmoud Shevket's assassination, but escaped from the escort a.nd took refuse in the Dutch Legation. The police attempted to drag him out, and the servants surrendered him under a misapprehension. The Legation has now protested against the violation of extra-terri-torial and diplomatic privileges.
