HARBOUR BOARDS.

Several amendments of importance are included in the Harbours Act Amendment Bill, which was circulated this evening. It is provided that candidates for election must deposit at nomination the sum of £3, which is forfeit if one-eighth of the votes polled by the successful candidate is not secured.
