BUT KAISER REFUSES TO ACCEPT HIS RESIGNATION. The Zabcrn troops have been sent to tho dreary Hagenau barracks. Zabern people demand the punishment of Colonel Reuter and Lieutenant yon Foerstner. in which the Radicals and Socialists join.
It is believed that tho Chancellor offered liis resignation, which, tho Kaiser declined.
