CBy C»bl».—Prces JL«»ocJ*tion— Copyri-hU BERLIN, December 4. Tho sitting during the discussion ot tho Zabern incidents was ono of the most tempestuous in the history of tho R.eichstag. The Government's declarations are regarded as proof that the Kaiser bas identified himself with the military instead of the civilian view.
The Chancellor, resuming the debato, spoke in a tono of protest and arger not heard from him since the Morocco debate.
Fully one-half of the Reichstag was j soothing with indignation against the Government. The Chancellor, who was frequently compelled to pause until the presidential beU quieted the interrupters, passionately appealed to tho people of Alsace to co-operate in tho restoration of good feeling. Hβ said the Kaiser desired the civil and military authorities to co-operate in socuring full respect for tho law. The moment wae serious, not because of tho ccnsnro which would possibly be carried, but because, owing to the general conditions of excitement, a dangerous cleft was forming between tho Army and tho people. Herr yon Bethmann-Hollweg declared that the Kaiser vigorously disapproved of the military authorities' excesses at Zabern, and had rigidly ordered officers not to sow dissension between tho Army and the people. The Chancellor said ho fully recognised the sacrcdness of civil law, and thoso who had exceeded it would bo made to suffer.
The Reichstag, by 293 votes to 54, carried a Radical motion expressing dissatisfaction with tho Chancellor's statement of the position on behalf of tho Government. .
Tho Chancellor, with the Statthalter of Alsace, and the Commander of the Alsace troops, has been summoned to Donaueschcngen to confer with tho Kaiser on the sitxiation, and also the developments in tho Reichstag.
The London "Daily Mirror's" representative was arrested at Zabern for attempting to photograph an officer, but was released within a quarter of an hour.
