Tho Customs Department has been., ordered to collect a retaliatory duty , against wheat and its products of countries not admitting United States'. • wheat and products free- under th© new Tariff Act. The duty will be enforced against every country except Denmark, r s\ Finland, tho Notheria-ds, and Great •__. Britain, The Houso has passed the Army Bill, a novel feature of which is that it places the volunteers on tho samo footi\g as tho regulars during war. The measure authorise- tho President to raise volunteer regiments to supplement - the existing National Guard. Mr Maun asked it the Bill had any connexion with the situation in Mexico, poizitiug out that a similar measure was passed before tho Spanish War. Mr " Mann said ho could see no end to tho road President Wilson was now travelling in regard to *Moxico. Ho hoped that war would be averted, but was not sanguine about the matter.
