PROPORTIONAL REPRESENTATION MOVEMENT. (By Cable.—Preas Association—Copyright.) (Received December 4th, 11.35 p.m.) LONDON, December 4. Earl Grey presided at the International Dinner of the Proportional Representation Society. Lord Courtney of Penwith, Sir John A. Simon, Mr-.E. Smith, Sir John.McCall, and many prominent foreign delegates wero present. Earl Grey said tho movement was gathering weight, dignity, and momentum in all parts of the Empire. He eulogised tho activities of th© Society's working in New South Wales, Victoria, South Australia, West Australia, and New Zealand. • Mr P. Snowden said that if the system were in vogue in Great Britain, there would be 80 to 100 Labour members in the House of Commons. Only under proportional representation could members ever bo able to-vote according to their convictions.
M. Georges Lorand claimed that th© system was a great success in Belgium.
