Tlie Chancellor, Herr yon Bethmann Hollweg, replying to questions in the Reichstag as to the incidents in Alsace, said that Lieutenant yon Foerstner would be punished for using the word "wackes," which was regarded as an insult to the French Foreign LegionThe Array had been forbidden to use it as a nickname for Alsatians, but the latter must not bo over-sensitive.
After describing the insults to which officers were daily subjected by hooting crowds, and the efforts made to reconcile the civil and military authorities at Zabern, the Chancellor declared, amid stormy interruptions, that respect for the forces of tho Slate must bo maintained equally with respect for the law..
