General Sir lan Hamilton, speaking at Edinburgh, made a vigorous reply to critics of tho Territorials. Ho ouiogised the defence forces of the Dominions, which, he said, were vigorous offshoots of the British voluntary system. Ho praised the patriotism of tho newspapers of tho Dominions,, and denounced thy English Prass for finding it easy and pleaSant to find fault with tho Territorials. Ho emphasised that tho Navy must always occupy first position, which compulsory army service would soon jeopardise.
