WELCOMED BY AMERICA
(By Cible.—Preg, Association— Copyrijflit.) WASHINGTON. December 1. Mr W. M. Daniels, Secretary of tho Navy, reporting on tho naval estimates, welcomes Mr Winston Churchill's suggestion of -* linval holiday. He proposes that the United States should issue invitations to tho Powers to hold a conference and discuss the reduction of armaments. Mr Daniels recommends the construction of two Dreadnoughts, eight destroyers, aud eight submarines for the current year, and points out that the United States is now building seventeen destroyers, and twenty-nine 6ubmarines, with the necessary supply ships."
