BILL PRESENTED TO THE HOUSE.
(■FZCUX. TO ''Tini TRESS.") WELLINGTON, November 28. The Naval Defence Bill, in charge of the Hon. James Allen, Minister of Defence, was presented to the House this afternoon and formally put through its first reading stage. The second reading will bo taken on Wednesday next. After seeing the Bill, Sir Joseph Ward, by privilege, asked for an explanation with regard to one clauso which he 6aid gave unlimited authority to the Governor to raise men and spend money. The Hon. James Allen explained that the information sought was contained in the Naval .Memorandum. So far as money was concerned, there was no authorisation in the Bill at all. It was intended to put the whole sum of £100,000 upon the Supplementary Estimates, so that Parliament could each year discuss the whole sum. Tho balance of the £100,000 not required for the New Zealand forces would be handed over to tho Imperial Government. The expenses of the training ship and other charges would be- paid by the New Zealand Government direct.
