ANGLO-AMERICAN NEGOTIATIONS.
WASHINGTON, November 24. Mr Tyrell, private secretary to theBritish Foreign Minister, is conferring with President Wilson on the Mexican situation. Mr Tyrell camo specially •to the United States to place the British standpoint before the President, as Sir Cecil Spring-Rico's illness makes it difficult for him to conduct negotiations. Officials of the State Department think that the oil concessions recently granted by Mexico, Columbia, and Ecuador to foreign countries are likely to lead to friction ttith the United States in the futures
