AFTERNOON SITTING. The Council met at 2.30 p.m. FINAL STAGES. The Local Bodies Land Bill was read a third time and passed. FOOTWEAR REGULATION BILL. The Footwear Regulation Bill was read a second time. The Hon. J. E. JENKINSON asked the Minister to postpone the coming into operation of the Bill for two or three months, to enable manufacturers to prepare for it. The Minister promised to consider the suggestion. POST AND TELEGRAPH BILL. In moving the second reading of the Post and Telegraph Act Amendment Bill, the Hon. F. H. D. BELL explained that the main object of the Bill was to extend the limit upon which interest is paid to depositors in the Savings Bank from £600 to £1000; also to prohibit the erection, without sanction, of apparatus capable of transmitting or receiving wireless telegraphy. The Hon. J. DUTHIE opposed raising the limit to £1000. He said the money was payable on demand, and it would be unsafe to have so many millions in such a position, because in the event of a "European war breaking out, a large proportion of the depositors would rush the bank and create a financial crisis. The Minister explained that there would be no run on the Post Offico Savings Bank, becauso there was no fear of ite solvency. The Bill was read a second time. THIRD READINGS. The Government Railways Act Amendment Bill, Land Drainaso Act Amendment Bill, "Water Supply Act Amendment Bill, and River Board Act Amendment Bill, were put through Committee, and their final stage. The Council rose at 4.55 p.m.
