REDUCING STRENGTH OF SPECIAL POLICE.

The general improvement of conditions in the city led to a decision by the Citizens' Defence Committee today that the force of special p<&ca should bo reduced at tho end of the week. Tho force of mounted police now exceeds 1500, and it is intended to retain only GOO or 700, allowing the others to return home. The "permanent camps ou the Queens and Kings wharves will be maintained, and the present strength of about 300 foot polk* quartered in them will not be red_«d. Tho balance of tho foot ''specials" -frill be released from duty, so that they can resumo their ordinary occupations'', but they will be required to attend a parade every day and report themselves'for service immediately the occasion ari-s.
