Minister of Railways, in a speech at the Congress, defending General Botha, said the difference between tho Government and General Etertjsog consisted in the fact that Government was determined £p encourage a friendly spirit between the $ontfy African peoples, not heeding race, while General Hertzpg's whole outlook was baj?ed on racialism.
