BOTHA REFUSES TO RESIGN. (By Cahle.—Press A«sociatioa.--CopyTieliU CAPE TOWN, November 20. The National Congress held a ten hours' excited debate on a proposal by General Be Wet that ex-President Steyn, of the Orange River Free Stat©, should be elected leader. General Botha, in an impassioned speech, refused to resign. General Hertzog, in reply, refused reconciliation. Tho debate was adjourned without a decision being arrived at.
