3lr David Montt,. a Chilian editor, declared that the influence of European armament manufacturers tended to creato revolution-, throughout South America. The Argentine and Chile wero recently brought to the vergo of war over a trivial incident fomented by European gunmakers. South America, ho said, had more to fear from European nations than from the United States.
