REFORMS IN MACEDONIA.
PRESSURE BY THE POWERS.

LONDON, February 18.
" The Times" says it is understood at Sofia that the Powers axe prepared to go beyond moral suasion to compel acceptance of reforms in Macedonia. It is doubted at Vienna whether the Powers' proposal of a semi-independent Moslem GovernorGeneral will suffice to cneck the insurrectionary movement. - A cable message on January 14th stated that Russia and Austria-Hungiry intended to insist on the establishment of financial control over the collection of taxes in the vilayete on the European frontier of Macedonia, and also the payment of officials and troops. They would further insist that Belgian, Dutch or Swiss officiate should be appointed to control the gendarmerie, and that some high peraonage, independent of the Yildiz Kiosk.* should exercise general control over the Macedonian administration.
