President Co*tro thanked Mr Bowen, congratulating him on his success in getting tue blockade raised. On learning of Germany's demand for a cash payment', Mr Carnegie unreservedly (and without mentioning tho question of security), offered Mr Bowen 360,000 dollars (£72,000) in cash to meet the demand. Mr Bowen, in ilianking him, declared the offer was unnecessary.
