A conference of Radical Commoners and Provincial, County, and Borough educational authorities, held in London, resolved by 106 votee to 36 in favour of obstructing the administration of the Education Act, despite Earl 6pencer's warning that it was a dangerous movement, likely to injure greatly a large body of. children.
