The "Daily Mail's" Washington correspondent alleges that Sir Midhael Herbert is offerded oft Mr Bowen's outspokenness, and protested to Lord Laaedowne, who refused to authorise a rupture.
Sir Michael Heifcert demanded an apology for Mr Bcnren's note expressing surprise and regret at Great Britain* willingneee to remain allied with Geimany and Italy longer than was necessary.
Mr Bewea- substituted another note, omitting the objectionable sentence, though the original was already given in the Dewspapers. 3lr Bovren characterised the twenty per cent, iproposal ac a scheme to trick Venezuela into abetting a six years' alliance against herself.
Sir Edward Grey, M.P., speaking at Lesbury, Northumberland, blamed the Government for cultivating relations with Germany at the expense of Russia, France, and the United States.
