Mr Chamberlain advocates that the proffte of the mumcipalisation of the drink traffio be applied to the improvement of Johannesburg and the reduction of the municipal debt. The Rand mining companies are negotiating for the introduction of 25,000 Japanese labourers, and offer better pay than is given to the Kaffirs. A number of foreign J«ws have been prevented from landing at Capetown.
