COMPLETION OF COMMERCIAL AGREEMENT.

LONDON, February 3

It transpires that the Russo-Pereian commercial agreement has been completed and becomes operative on the 14th inst. It introduces specific instead of the ad valorem duties levied under the Turkamanchi treaty, the latter having been in operation since February, 1828. The new agreement abolishes the majority of the Persian export duties and tolls, and the system ot farming-out the taxes, and establishes Persian Customs stations, Persia arranging with Russia the details of payment of Customs and etorage, free storage for a period of twelve months being granted.
