THE GERMAN COMMODORE'S VERSION.
OPEN PROVOCATION ALLEGED.
(Received January 25th, 5.30 p.m.) BERLIN, January 24. Schoeder, Commodore of the German fleet in Venezuela, ia a cablegram, state* that as the Panther was passing the Maracaibo bar she was unexpectedly attacked by Fort San Carlos; and replied, but subsequently desisted owing to <k**culties of navigation. With a view of exacting immediate punishment for the attack, especially as the Venezuelan Government had proclaimed it, the Victoria and Vioeta -bombarded and destroyed tue Fort.
