TERMS OV THE TREATY
United Press Association—By Electric Telegraph—Copyright. (Reoeivixl Jarjary 25th, 5.30 p.m.) WASHINGTON, January 24. The Panama Canal treaty has been referred to the American Senate's Foreign Relations Committee. It provides that America shaU pay ten million dollars in gold, and thereafter an,annuity of a quarter 'jf a million dollars ; and instead oi Colonel Hay's offer cf ?. hundred thousand dollars for the lease of a zone, six miles wide, bordering the Canal, America is given ;he right to protect by military furce such zone If Colombia be unable to do so. The treaty provides for the leaae of the Canal for a century, renewable at America's option, Colombia, however, to have a voice in that matter. The control of the waters from Colon to Panama is vested in America, in order to ensure the working of the Canal, and America's extra territorial jurisdiction with regard to streams pertaining to the Canal is to be unquestioned. Port dues sfuiU go to America in consideration of the payment of the annuity.
