SELWYN COUNTY COUNCIL.
«- Tha Selwyn County Council met yesterday. President—Messrs R. Westenra (chairman), W. McMillan, W. Dunlop, GWitty, M.H.R., J. Wolfe, J. Gough, and G. Rutherford. Leave of absence was granted Captain R. Heaton Rhodes, M.H.R., for live months. The Chairman expressed his thanks for his re-election to the position, and for the resolution passed by the Council on his electionThe Harbour Board wrote, intimating the date of the election—February 9th. The Chairman said that he had been under tho impression that the secretary of the Council presided at the meeting to elect merabers to the Board, but he found that the chairman of the Council presided. Curiously, the chairman on that occasion had only a casting, and no original vote. He had commuuioated with the Premier on the matter, but owing to his absence from Wellington the matter had not been dealt with. Mr Dunlop brought up the question of the representation on the Board, and read a letter from the Marine Department, stating that the matter would be considered when Parliament was dealing generally with representation on Harbour Boards, h was agreed to forward copies of the return prepared by the Council, showing the valuation of the district, and its representation. The Chairman stated that the tender of Mr R. MacCartney, of £2750, for the Ellesmere outlet had been accepted. Mr Zouoh submitted proposals in connection with the registration of dogs in the county, amongst the suggestions being that he should be allowed to appoint six persona to assist him iv the matter. He asked that in addition to Ilia usual commission, he should receive a 'bonus of £15 if, by the end of June, he had collected £700 in fees, and that he should receive half fees for all collected above £700. It was decided that the names of the persons to assist in collecting the fees should be submitted for the Council's approval ; that Mr Zouch be granted a bonus of £10 if £700 fees are collected by June -oth, and that he receive 15 per dent, for fees collected up to £900, and half fees after that Amount is reached. Reports were received from various Road Boards regarding the steps taken by them i-.i the destruction of small birds. The Chairman pointed out that the Tern plelon Ro_d Beard had purchased eggs without having authority to do co, and said that the Act in question came in force in ,'October last, and it was monstrously unfair that tiie Government had not supplied Boards with copies. A deputation was introduced by Mr Witty in connection with a proposed cemetery at Belfast. Mr A. B. Morgan placed the" position before the Board,' and tho Rev. F. Dunnage described the site, on the Belfast road to Marshland, the property of the Canterbury Frozen Meat Com- ; paiiy, which the committee dealing with ' the matter considered suitable. After the deputation withdrew, Mr Dun- \ lop moved —"That the site mentioned be purchased at an estimated cost of £375, and that application be made for the Government subsidy." This was agreed to. The Avon Road Board wrote, asking the Council to strike a rate in that district to provide funds for the maintenance of the main roads in the district. It was decided i that the request be not granted until the ratepayers of the district had been sultedi The tender of Mr Scanlon for the Waima- ' kariri water-races, at £319 5s 4d, was ac-(i.-pted. The engineer's estimate was £350. Accounts amountins; to £1908 17s 7d were passed for payment.
