The Engineer of the Chamber of Mines at Johannesburg informed Mr Chamberlain thai the earnimgii of twelve thousand whites engaged on mines averaged i<353 ay«ar, representing an increase in cost of production of 2s 10d a ton. If white labour were adopted exclusively it would represent an increase of ten shillings a ton, rendering half the mines unprofitable.
