MR RICHARDSON'S VIEWS.
Mr John Richardson, a candidate for the WooLston, Sumner and Heathcote subdistrict, states that ha is absolutely in favour of the municipal control of the tramways, provided the people sanction the loan; if not. the Board musk do the best th-ey can with a, view of ultimately securing the tramways for the people. He believes in the engagement of a competent engineer in whom the Board and the peopb will have implicit confidence. If practicable, the Board should undertake the construction of the lines under the advice of the Board's engineer; ii this cannot be d'->::e. then it will be necessary to get ouuside individuals to construct the lines. 'lhe tramways should be inn as cheaply as possible, and after piovision has been made ior working expenses, interest and sinking fdhd, reductions should be mace in fares.
