LONDON, January 13. Russia, Austria, and Hungary intend to insist on the establishment of financial control over the collection of taxes in tne vilayets on the European frontier of Macedonia, and abo the payment of officials and troops. They will inekt that Belgian, Dutch, or Swiss officials be appointed to control the gendarmerie, and that some high personage, independent of the Yildia Kiosk, should exercise general control over tae Macedonian administration. Russian newspapers advise the Porte to accept the proffered assistance, which will be very advantageous, though it may be galling to Turkey's pride.
