Sir, —I hope the report which is current is true, namely, that the Government intend to bring in a Bill which prescribes imprisonment for the first offence of serving a drunken man with liquor, and twentyfive lashes with the cat-o'-nine-tails for the second offence. The fact that there were about a dozen cases of drunkenness before the Court on Monday shows that wme such drastic reform is needed.—Yours, etc., MODERATE.
