United Press Association—By Electrio T«legrap__—Copyright (Received January 11th, 5.5 p.m.) NEW YORK, January 10. President Roosevelt is perturbed concerning the feeling aroused both in the North and in the South over the appointment of a negro collector at Charlestown. The "New York Herald" strongly disapproves of such an appointment, and adds that the -Southerners' aatitude towards negroes, whether due to custom, creed, or prejudice, is very uncompromising, and requires great circumspection in its trea_J ment.
