Mr Chaanberlain said It was not intended to unduly increase the taxation so as to hamper the prompt and reasonable development of the country. _v view of the overwhelming case he presented for a reasonable contribution from the Transvaal towards the cost of the war, he would despair of Imperialism if he thought South Africa was so indifferent to it* honour aa to allow the Motherland to bear the increased taxation for a generation, while the colonies were making a profit.

The audience waa partly unsympathetic and there were some interruptions.
