Press Association—By Telegraph—Copyright. London, October 14. The Turks are actively engaged in laying torpedoes in the Dardanelles. Three vessels have been despatched to the spot, laden with necessary munitions. October 15. The Sultan of Turkey agrees to secure the lives and properties of the Armenians, but declines to promulgate reforms at present, lest it should appear he is yielding to pressure. St. Petersburg, October 14. The Novoe Vrcmoe considers that unless the Porte gives way on the question of reforms in Armenia a European Conference ought to be convened to consider the situation.
