There will be general public satisfaction with the fact that the Whakatane Borough Council is making a determined effort to have electricity blackouts eliminated. (At -the time of writing, no decision has been given by the Bay of Plenty Electric Power Board, from which the town buys its power). The Council has put into effect a system of individual rationing, a system which has met with general success throughout the North Island. Its purpose is to ensure that sufficient power will be saved without the need for blanket cuts.

Whakatane people are so used to electricity scarcity that most of them need little urging to keep consumption at a minimum. Those who do not cooperate may be penalised by the Council.

Why then, should blackouts be necessary? The borough council appears to be suffering double inconvenience in comparison with other towns. If individual rationing should turn out to be a failure, then the Power Board will be justified in insisting on blackouts. In the meantime, such cuts are not justified.
