The licensed trade has never had the legal right to discipline its own members, yet it is noteworthy that drunkenness has been reduced to a record low figure and is still diminishing. The Licensing Control Commission will make an unbiased study of the public needs and will institute improvements as may be necessary, with the full co-operation of all responsible elements in the licensed trade.
