Points arising in connection with the Rangitaiki Land Drainage Amendment Act including (a) Provisions to enable subdistricts and sub-divisions to be formed and specially rated. (b) Power to incur Capital expenditure in any sub-dis-trict or sub-division with the approval of a certain percentage of this sub-district’s or sub-division’s ratepayers.
