There still seem to be a lot of people in Whakatane who do not realise that the Borough's by-laws prohibit hosing unless the hose is held in the hand of the user. In spite of repeated warnings, fixed-position hoses and sprinklers are not uncommon. Faced with a serious water shortage unless more rain comes, the Borough authorities have decided to prosecute offenders in future. Everyone realises the value of a pet plant, a bit of green lawn. What many of the illegal hoseusers do not seem to realise is that, if they persist in their thoughtlessness, they might yet be the cause of imposing serious inconvenience on the whole Borough.
