Septic Tanks Suggested Alternative To Borough Nightsoil Collection
A suggestion that Whakatane’s nightsoil system be replaced by septic tanks financed by the Borough Council backed by the present sanitary charge of £3 a year was placed before the Borough Council by Cr R. S. Buttimore last night. The possibilities are to be investigated and given full consideration later. Cr Buttimore figured it this way: At present 320 residents pay £3 a year each, a total of £960 a year. That, he claimed, would provide interest and sinking fund on a loan of £19,200, which he said would provide the septic tanks. In answer to a question from Cr H. G. Warren, he said his idea was that a by-law should be passed making septic tank installation compul-.-sory.
The Mayor, Mr Barry, said he did not think such a by-law" could be enforced. At present there was insufficient water for septic tanks throughout the Borough, and some localities were not suitable on account of having no drainage for the effluent. Nor could such a proposal be secured by a rate.
However, his pointing out the difficulties did not mean he was prepared to dismiss the scheme out of hand. He was pleased to see Counciillosrs coming forward with constructive suggestions. He suggested that the plan be investigated fully and brought before the Council again. Cr C. S. Armstrong suggested that, if it were not practical to institute such a scheme as Cr Buttimore had outlined, the Council could perhaps assist individuals with septic tanks. At that, the matter was deferred Jor further consideration later.
