YOUTH OF THE WORLD

TARGET IN THE BAY In concluding his report to the first annual meeting of the Bay of Plenty Scout Council the County Commissioner stated as under:— “We have a growing and progressive district in which to work. In which there has been estimated that there is between 30,000 and 40,000 persons living. A fellow Commissioner recently suggested that we should make our target 1000 Scouts and Cubs next year. Can we do it? We lack the Scouters and perhaps the training facilities but we do not lack the heart or the enthusiasm. Under the local Association control we have given each district a core of administration which enables it to help itself in this respect. It therefore remains for these Associations to become live-wire and active ambassadors for Scouting In every sphere the word should be pushed and driven home. Youth today needs scouting, and it is in our faith & our confidence to introduce scouting and' interpret it to youth that we can make it a success or a failure. In thanking you one and all I leave you with tfiis thought as we stand on the threshold of what we know must be another momentous year in the history of humanity.”
