PROSPECTS OF SETTLEMENT •CONSTRUCTION OF POWER LINE The Witchell Estate, an area at the foot of McGarvey’s Road, was at one time considered the prospective area for suburban Whakatane. In fact when first cut up several houses were erected there and the chances of a direct access road to the Strand were considered rosy. However as Kopeopeo claimed development, the estate was forgotten and one by one the homes were removed to the more settled parts of the Borough. Witchell Estate appears to be about to come into its own again.

The discussion last week upon the ‘chances of introducing the power to the estate, which is already surveyed into building sites, and roaded, was .probably the most important topic of the meeting, and the whole matter was introduced as a result of Inspector Sharp’s (who intends building there) application for a power connection. On the Work’s Committee’s recommendation the application would have been turned down but for the reconsideration of the matter by the- Council as a whole,, when the decision was reversed.

On the Electrical Engineer’s estimate the cost of running a service line to the estate was placed at £6OO, and this no doubt played a big part in helping the committee to a negative decision. The full Council on the other hand realised . that the Borough must expand and considered the outlay warranted for that reason.

Cr. Sullivan said that the Council had a growing Borough to cater for, and owned a definite responsibility

•to the residents who desired to /settle there. If they could get an assurance of a reasonable revenue of say, from four or five houses on the estate aggregating £36 annually in his opinion it would be worth the outlay of feeder lines. The Mayor agreed with the pro-

posal pointing out that if each consumer paid £36 it would cover the usual 15 per cent, return on the

capital cost which was required. He moved accordingly, and the Council unanimously decided to introduce the power at the estimated cost.
