Pearl Harbour caught America flatfooted, but her rapid recovery, and the momentum with which she was able to put the whole country upon a war basis was mainly due to the application and energy of her president, who had foreseen just such a disaster and had taken every counter measure the Isolationists would permit, to bring about rapid and effective mobilisation. By his hand in collaboration with England's. Churchill the much quoted Atlantic Charter was drawn up—the pattern of future democracy and the average man's Magna Charter against aggression. Even now we are too close to his life and work to appreciate the magnn tude of his service not only to his own people but to mankind as a whole. Greater honours than we are capable of giving will undoubtedly be forthcoming from future generations who will live to see, appreciate and enjoy the new order which he so ably assisted' to first visualise and then to build.
