\ : Sir ? — The Whakatane Borough Council intends to commence a rubbish collection system and this is to cost every occupier of premises or part of premises an annual payment of 15s. One defect of the system is that it is made compulsory by means; of a rate for occupiers to contribute whether they, benefit or not. It may be a great convenience to some but they should be prepared to shoulder the burden of. cost so as to make the system at. least self-* supporting. I have no reason to take advantage of the' system as I shall have no need for it. Why should I be under any obligation to pay for the removal of other people's refuse? This borough is heavily rated and there, are many in-t equalities already existing in the assessment of rates. This rubbish collection system is another instance in point. One method of granting relief would be to grant such as a right and not merely at the discretion of the Council to every occupier who applies for such exemption. Yours etc. PRO BONO PUBLICO.
