If :i farmer is mismanaging his l'arin then It Avill be given to .some ojio else who can manage jl. The •same tiling will apply to Hie businessman who is making a mess of his business, or Hie. worker who is loafing on the job and not giving a fair return. The measure will be applied to everybody with the idea of bringing a fair income from every .sec lion of the cumin unity, putting all avenues of employment ujjon a fair and honest basis, giving a full life to all sections of the people and contentment."
He mentioned the manner in which England had applied the efficiency ruler over her vacant, farmlands and privately held estates. Thousands of acres of undulating areas had been forcibly kept unproductive in order that the titled class could chase I'oxe.s over them. Now however the Government as a war time measure had put them all into' production with the result that Britain to-day was producing <>2 per cent, of her total foodstutl's.
