These must be on one or both of the following grounds:— (1) Where, through misunderstanding or inability the property owner lodged no application or appeal under the Phospliatic Fertiliser Control Notice, 1941. (NOTE.—No applications accepted where cases considered at beginning of rationing in 1941, unless additional evidence available). (2) Where invoices or other documentary evidence of delivery of fertilisier for topdressing for the two years ended May 31, 1939, show that the amount used in the following two years (base years) was not the true average amount used. (Documentary evidence must be supplied by applicant). Applications to be addressed to the Chairman, Fertiliser Committee, Department of Agriculture, Whakatane.
